CSS3 is an Update Evolution of the CSS language. This version brings many Highly-Anticipated Innovations, such as Rounded Corners, Shadows, Gradients, Transitions or Animations, and new Layouts such as Multi-Columns, Flexible boxes or Grid Layouts.

- Works with Modules while CSS does not, which allows them to be Compatible.
- Saves a lot of time since you do not need other programs for certain effects.
- Loads much faster on the web.
- Uses Images to achieve Borders while CSS3 does it Without them.

Little History Of CSS
The CSS Specification is Maintained by the World Wide Web Consortium (W3C). it was Created to Cover the need to define a Mechanism that would allow Different Styles to be Applied to Documents.
This language was impelled with the Growth of the HTML language. The war of Navigators and the Lack of a Standard that defined the styles made it difficult to create documents with the same appearance in different browsers.
The World Wide Web Consortium is responsible for Creating the standards related to Web programming, several proposals for style sheets were proposed.
The two Proposals that were taken into account are Cascading HTML Style Sheets (CHSS) and Stream-based Style Proposal (SSP). These two proposals were united between 1994 and 1995 by Håkon Wium Lie and Bert Bos and defined a language with the best of each one this was called CSS (Cascading Style Sheet).
In 1995, W3C supported this language and Standardized it.
In 1998 the second version of this language was published, which was called CSS level 2, that is currently used.
And that same year began with the development of CSS level 3 which is still under development.
